European leaders met in London to form a plan to help end the war in Ukraine. But even potential peacekeepers face political and economic hurdles.

European leaders sought to assemble what Britain called a “coalition of the willing” to secure Ukraine after any US-brokered ceasefire, as they gathered in London to coordinate defense spending hikes amid concerns of an American pullback.

"Not every nation will feel able to contribute," British Prime Minister Sir Keir Starmer said during a press conference on Sunday.

"Even while Russia talks about peace, they are continuing their relentless aggression," Starmer said at the meeting.

UK Prime Minister Keir Starmer and other European leaders used a security summit in London to demonstrate broad support for Ukraine. Behind the scenes, though, they were scrambling to get Volodymyr Zelenskiy back to the table with US President Donald Trump.
